Is this normal ?

Did you use any sort of ipa-remove or ipa-delete command that would have removed or deleted ipa components?

Beginning with Fedora 15, 389 has support for tmpfiles.d - running setup-ds.pl will create the necessary files, and running remove-ds.pl will remove them. I don't think ipa uses remove-ds.pl so it might have left these files around. If /etc/dirsrv/slapd-PKI-IPA does not exist, you can remove /etc/tmpfiles.d/dirsrv-PKI-IPA*
