I have performed some more tests and have found that the error is
related to a situation where a local user is logged in on the Windows
7 machine. If the Windows 7 computer is locked I have so far not seen
any problems. I am running Windows 7 Ultimate 32 bit

I just tried the latest git with your compile options and didn't run into
any issues connecting to my Windows 7 Ultimate machine.
The only time I've seen the "SSL_read: I/O error" error message before is
when the network connection drops.
