try blocking ICMP packets TO the MSS i had this exact same problem a few months ago MSS starts sending RTP to FS before FS is ready to accept so the OS catches the port not open and returns an ICMP 3:3 back to the MSS which in turn chokes on the queued up RTP and refuses to
