I bought a big pale of ice cream today and set about converting the string states to enum integers. It doesn't save much memory, but from my experience with strings in the past, they tend to be the slowest functions in the language.
I ran the unit tests and it reports no errors. Now I need to get back to ofdm_mod/demod and make sure they are working, as we are trying to make them functional with variable number of carriers.
