Yes, you should be able to do this with FP Imposer. In the layout tab, you'll want to select 'Duplex Perfected' or 'Tumble Duplex' (there are pictures to show you the difference between the two). Then use the 'Step and Repeat' options at the bottom of the Layout tab to set up your 4-up.
