if you have ESS, you can upgrade. check your usercenter account to see
if you're eligible for upgrade.
Is it easier to track changes to the Security Policy in NGX? All we have in
NG is Revision Control which does not list day-to-day changes.

As long as you have a current software subscription agreement, you
should not need to buy a new license. You will, however, need to follow
Checkpoints instructions for upgrading your existing license.

You can always restrict all outbound access from your PCs, allowing it only
through a proxy server. Then disable MSN on the proxy server. Squid can do
this for free, for instance.
