Different keyboard and mouse didn't change anything, but the startup and shutdown problems ended when I changed monitors. I was testing it with an AppleVision 1710 display, and that connects to the G3's monitor and ADB ports, with the keyboard and mouse connected to the monitor. Something in that connection began to mimic the startup key. A 22" LCD VGA monitor arrived today, and with it connected to a 3DFX VGA card in the G3, all is normal. Thanks.
