Turn off the Windows Firewall, and any firewalls in your router...Once
the folders and printers are recognized and set up, you can turn them
back on...

Did you explicitly enable Windows file sharing in the file sharing details?
Also, somewhere in the preferences (it's been a long time since I used 10.4)
there's a place to set your Windows workgroup name. Make sure those are set the
dame on the PC and the Mac.
