10.3 doesn’t see newer HD?

I’m trying to install 10.4 on an iBook G3 running 10.3. It’s the first white one, the Dual USB, with only a CD drive, and my Tiger installer disk is a DVD. So I connected a G4 Mac (Snakebite) in target mode to use its DVD drive. But the iBook doesn’t see the DVD or the boot drive in the G4, it
