Summary: Globally turn on/off new mail notifications

Initial Comment:
Gaim's ability to notify on receipt of new mail is a
handy feature.  Unfortunately, one of the disadvantages
of being subscribed to several mailing lists is that
sometimes a deluge of new mail is sent to the list, and
consequently many new mail dialogs are spawned within a
short interval of each other.

It would be nice if one could merely turn off all new
mail notifications from a single location instead of
having to edit the accounts individually -- once to
turn the notifications off, and again to turn them back on.

Perhaps the most sensible location for "New Mail
Notifications" is:

Buddy List > Tools > Account Options > Account > "New
Mail Notification"

However, even then it would be nice to have a singular
location to temporary disable and subsequently reenable
new mail notifications, perhaps:

Buddy List > Tools > Account Options > "New Mail
Notifications"

Theoretically, instead of actually disabling and
reenabling new mail notifications, all that would have
to be done is surpress any dialogs from spawning.
