Initial Comment:

If the window has been minimized to tray, a
double-click of the system tray Gaim icon pops up the
Gaim window.

On the other hand, Gaim is not minimized, and some
other window is covering it, a 4-click is required ot
get it to the foreground; twice to minimize it from its
current hidden state, and another double click to
restore the window.

I'd say that a double-click of the tray icon when not
in minimized state should create a send-to-foreground
message for the app.

"visibility_notify_event" doesn't seem to get triggered in
win32.

There didn't seem to be an existing GTK+ bug report for
this, so I reported one.

I'm not sure, but this appears to me to be a GTK+ bug.

As far as I can tell, gtk_blist_visibility_cb is never
called, so gaim_gtk_blist_obscured is never set, so
gtkblist.c:gaim_gtk_blist_docklet_toggle doesn't know that
the blist is obscured and should be raised, rather than
minimized.
