Until someone comes up with something better, you could have something
working within a few minutes I imagine if you write them as (eg)
static links somewhere in static/welcome.html for your site?

Interestingly, it looks like if you serve them from outside Galaxy, it
will notice and warn - eg try
http://test.g2.bx.psu.edu/tool_runner?tool_id=fastqc
