There currently is not a way to create a db from scratch in manage_db.sh, but 
it shouldn't be hard to implement something like that. You want to look at:

        galaxy.model.migrate.check.create_or_verify_database

Which is called in app.py during startup to create the database or print the 
message about needing an update. 

It would be great to have a hook that when creating a new database would load 
initial data from files.
