Hi Petr,

Have you tried using `planemo lint` to check that your tools are
structurally correct and `planemo shed_update` (
https://planemo.readthedocs.io/en/latest/publishing.html) to upload
repositories ?
I'm afraid the upload interface of the tool shed currently only works if
there are no issues in the tools or the tools' metadata,
and most of the community has adapted to using continuous integration to
test and upload tools.
We have a template repository that you could adopt for this at
https://github.com/galaxyproject/galaxy-tool-repository-template.
