I Had the same problem, after moving to stable everything is working.
I know it's not a solution but for the meantime this is what I have.

Getting same error,
Trying to install Repository 'column_join' from here:
https://toolshed.g2.bx.psu.edu/repository/view_repository?changeset_revision=6bb6c0a30c67&id=e752a5a291d2d283
Click on the "column_join" button to reproduce error it looks like 404
error.
