Hello Paul,
Galaxy is not supported on Windows - not even using Cygwin environments.
Galaxy is supported on posix environments where you should have no problems
getting it up and running.

I downloaded galaxy-central with the command "hg clone
https://bitbucket.org/galaxy/galaxy-central";. Then I changed directory
to "cd galaxy-central/" and typed "sh run.sh". I got the following
