Hi,

1. have a look at the galaxy/static directory. You will find html pages
and images to modify your own page.

2. you can change the menu editing the tool_conf.xml file.

3. I am not sure that this is what you want but I have created a role
called "Manage shared data libraries role" with the permissions:
        modify library item
        add library item
