Hi Jack,

You'll need to register a new account in your local instance.  Local instances 
don't use the same user database as the public site.  See the 'Register' item 
under the 'User' menu at the top of your Galaxy instance.

Hi Jack,

Setting an account as an admin does not create the account.  You'll need to 
register it before you can log in to it.
