Is this for the tool SICER?

The google group for the tool can be found here:

There is a lot of discussion about both of these topics, too much to 
repeat here. And that would be the best place to ask detailed algorithm 
questions that are not covered in the paper (linked from the tool form 
and quoted in the replies quite often).
