It sounds like you are using the public Galaxy Test instance. We actually do test here, so there is limited to no tool support as it is generally not advised to use unless you have a specific, short term task and accept the risk. There are of course special cases. If you believe that you have one, please email us at galaxy-b...@bx.psu.edu to explain/discuss, although I cannot guarantee any particular outcome.

What you probably want to be using is the Galaxy Main instance instead, which has a much larger quota (250G) and job allotment, tool support, and demonstrated software reliability (operations pass our functional testing, among other items).

Note the terms requiring a maximum of 1 account per user. This is per server - one account on Test and one account on Main is fine. 2 or more on either is not OK, as explained here:
