Conditionals and other workflow job control functions have been discussed by the team recently. I have opened a bitbucket ticket to hold ideas from the team and community. Please feel free to add comments for your specific use case. This ticket would also be a good place for you to track the status of future developments in this area:

While there are no immediate development plans, we know that this is of value to our community and so it will continue to be on our list of projects to consider for prioritization going forward.
