Sorry Tristan, but again, you seem to be confusing what an actual ip is. 
You cannot have both a static and a dynamic ip address on the same isp 
connection. It sounds like maybe you are talking about a public ip and a 
private ip which you can have. A private ip can start with 192.168, 
10.0, 172.16, either of these can be dynamic or static, but they are 
private. A public ip will be owned by the ips you use and can again, be 
either dynamic or static.
