program on a psp, it just uses cartriges doesn't it?

Hi all!
Look at this absolutely weird link, it's written very badly, but as far as I
can make out, it seems like someone's developing a program to work with the
psp which eventually plans to alert blind people whose in rooms with them,
and other weird stuff, this project seems absolutely nuts!
Yeah, I saw that, but it's totally not game related.
