Hi, charles. That cue to turn voice over on and off must only be in the
american version: it doesn't do it for me.

Hi Ben,
Did you have Voiceover running when you first started the game? I found out
that if it's running, you'll get the voice letting you know to turn it on or
off. If it's not running, the voice doesn't play.
