No, I haven't found something suitable to claim this title yet, sadly.
Nevertheless, I want to voice my support for such a game.
Civilization is a game concept I've always really liked, ever since I
got to listen to my brother playing the original when I was quite little. I
stumbled on Freeciv a while ago, and was taken with it. There was, and
possibly still is, a client written using the Win32 API as well as the GTK
version, though I think it's classified as unsupported and deprecated at
this point. It was semi-accessible, though not perfectly friendly by any
means.
At any rate, it might prove a starting point for any programmer
interested in improving the access to it.
I hope somebody will be able to design a way for us to play this kind of
game. We have Shades of Doom already--something modeled on the granddaddy
of all FPS-style games. We need something modeled on the granddaddy of
turn-based strategy.
