There is no limit on the number of defensive units you can have. First make sure you don't have territorial turned off, press T to turn it on if it is off. The next thing is that if you pause the game, you might be seeing idle troops who would be heading back out to fight but you just haven't unpaused yet for them to have the chance. If neither of those are the problem please let me know. Also a saved game would be good to help me track down the problem.
