Hi Dickson,
STDA is still under development. Since Mysteries of the Ancients has
been our primary focus we haven't had much time to work on STDA and it
is a long way from being released.
As far as starships goes yes you can rebuild them provided your shipyard
hasn't been destroyed. Once your shipyard is destroyed you can no longer
build ships or stations.
