Hi Nicol,
Generally the error you are getting is indicative that your Win32 API
libraries are out of date. I don't know if this will solve your issue
or not, but head over to the USA Games requirements directory
http://www.usagamesinteractive.com/downloads/requirements/
and download the latest Visual C++ runtime setup for Windows. The
installer will scan your system for out of date Windows libraries and
update them to the latest as necessary. After that try the game and
see if it works.
