Since several accessible games use Cepstral, ESpeak, and other Sapi 5 compatible speech engines I don't think that this is off topic for the list. As long as something has some justifiable connection to accessible gaming it is usually on topic here. Smile.
As for the Cepstral voices you can purchase them from
http://www.cepstral.com
and they cost around $30 USD per voice. They have Windows, Mac,and Linux versions of there voices so they are honestly one of the best deals going. I own licenses for quite a number of them for Windows and Linux myself.
As for ESpeak you can download it from
http://espeak.sourceforge.net
and they also have Mac, Windows, and Linux versions. For use in Windows games and other applications get the Windows Sapi 5.x version of Espeak and it will work with Jaws, games, etc.
