I can understand how incoming freshmen have duplicate numbers before they hit
the field, but how do two starters have the same number? It this a new
strategy we will use to baffle our opponents?

As long as they aren't on the field at the same time (i.e., one is on
offense and one on defense), it's allowed. I don't love it either, but I
assume letting players have preferred numbers are promises made during
recruiting.
