Aditya - The mis-use and non-use of allocated government funds exists in a massive scale throughout India.. Those at risk for and from HIV should not take it more personally than the handicapped or farmers.. Hopefully...one day the Indian government will be able to track the utilization of every rupee on a minute by minute basis...as we can today in business with relatively simple accounting programs such as 'Quickbooks'.. but alas...for now...for some reason unknown to me...the vast majority of Indians...irrespective of sexual or gender orientation...have been not just kept on the wrong side of the digital divide...but allowed to remain functionally illiterate as well..
