At least on the x86-32, libgcc is currently being built optimized, but the
options are slightly different. the stage1 build does not do
-fomit-frame-pointer.

I'm not sure we actually want to build libgcc stage1 optimized. But yes,
fixing 32009 will provide a way to fix this.
