pair(pair) is in the WP now.
4.5 gives no errors for the testcase, which I believe is correct; it's OK to
bind an rvalue to a const lvalue reference.

and I assume you mean line 10, not line 14.
The pair(pair) constructor is not in the WP. Commenting it out causes the
pair(pairU,V) constructor to be used, which fails to
