[Bug lto/45475] New: target use in libcpp breaks LTO bootstrap

I know I'm at least partly to blame for this :)

With a LTO bootstrap I get now

/home/ak/gcc/git/gcc/libcpp/lex.c:2838:1: sorry, unimplemented: gimple bytecode
streams do not support the target attribute

because of the new __target__ use in libcpp/lex.c
