are not allowed after GCC_NO_EXECUTABLES.
make[2]: *** [configure-target-libgfortran] Error 1

This affects both libgfortran and libssp.
Seen with:
gcc version 4.4.0 20080930 (experimental) [trunk revision 140790] (GCC)
