So r14-5628-g53ba8d669550d3 added noipa to f1 but really the `-fno-ipa-vrp`
should have been added to the testcase. It is testing about the clone of f1 so
turning off IPA VRP is the correct approach here.

Will submit a patch in the next few days unless someone else gets it before me.
