[PATCH, ira] Fix for PR61241

Hi,all

There are some small problems that block the ira to make the best
choice, as PR61241 shows.
This patch fix PR61241. I have done "make bootstrap" and "make check"
on x86, nothing changed after the patch.
Is the patch OK for trunk?
