When libgcc was moved to its own directory, reorganized and refactored, the tmakefile fragment for AIX was broken. t-ibm-ldouble must come after t-slibgcc-aix because t-ibm-ldouble appends to SHLIB_MAPFILES Makefile variable and t-slibgcc-aix. This omitted ibm-ldouble support symbols from the libgcc.map and export file.
