[gomp4] cleanup trans-stmt.h

[Cesar Philippidis]

I noticed that gcc/fortran/trans-stmt.h made a reference to a
non-existent trans-openacc.c. Those functions have been placed in
trans-openmp.c. This patch has been applied to gomp-4_0-branch to
correct that error.
