I did not know what "KStars" is, but after an internet search it looks
like it is a KDE application, and its website seems to be
https://edu.kde.org/kstars/ . For info how to submit a color theme you
will have to contact KDE - each organization that participates in
Google Code-in has different infrastructure and rules how and where to
submit proposed changes.
