Yes, i'm still working on this but now try to use MITAB project from
http://mitab.maptools.org/. Its works but few function are missing what i
need.
Can u send me example of your project or write what steps are u doing? Its
very helps me.

Are you still working on this? I just ported an app from Windows to C# using
.net core 2.0 preview 2 and GDAL is working well in that environment.
