Firstly, `mv --version` gives [mv (GNU coreutils) 8.5]
Results of my testing, quick version :
(1) Source and Safe Delete both within homedir = OK
(2) Source and Safe Delete both on samba share = OK
(3) Source on samba share, Safe Delete within home dir = NOT OK

The behavior does sound like a bug. As it happens, there was a
likely-related issue reported a couple days ago. That said, could you
