On behalf of the Victims andfamilies of the Tragedy of the 1965-66 Violations of Human Rights, Massacre inIndonesia (Tragedy), I would like to report that: Approximately 500.000 –3.000.000 people were killed, force disappearances, kidnap, 200.000 –500.000 people were detained and got force-labor, 500 – 1.000 of girlsand women were raped as the impact of the Tragedy which happened in 1965 andthe years after- the numbers may increase as the investigation is still goingon. According to the Recommendation of the Republic of Indonesia on HumanRights Team of Investigation pro-judicial (2012) and was confirmed by theFinal Decision of the International People’s Tribunal of the Tragedy which was arranged in Den Haag (2016). In Addition the Report of theInvestigation of Mass Graves by YPKP 65 (Indonesian Study for the Massacre ofthe Tragedy 1965-1966) in 2018, there are 162 Mass Graves sites throughoutIndonesia – the number may increase as the investigation has not finishedyet. YPKP 65 also collected anddocumented Letter of Release that were prepared and designed bymilitary/the State that the formerly political detainees are not guilty, no anyinvolvement of the what so called the coup of 1965. Thousands testimony of theVictims who are now still alive are safely filed by YPKP 65 make confirmationthat the Victims of the Tragedy should be rehabilitated. It is obviously known thatthe tragedy was designed perfectly, systematically and massively bymilitary and the state. Until this time theGovernment of Republic of Indonesia has never shown its willingness to solvethe case, even it has been happening for nearly 53 years. Due to those reasons Iherewith urge to you to take further action so that the Indonesian Governmentshould stop impunity, discrimination, stigmatization and persecution to theVictims of the Tragedy of 1965-66 and to let truth, justice, democracy,humanity erect in Indonesia by arranging judicial or non-judicial process. In order not to repeat thesame crimes against humanity in the future, the perpetrators should bepunished by the law. Finally, I urge if theRI’s Government still does not take any action to fulfill the case,I hope the UN High Commissioner to take over the case of the Tragedy 1965 to carry out under International convention, jurisdiction and laws. It isclearly stated that if any Government (Indonesia) does not have anywillingness, any capabilities, seriousness to handle the case of violations ofHuman Rights, then the International Institution such as United Nations ofHuman Rights should take over. United Nation should make anindependent investigation, to the Victims, Witnesses and the Perpetrators, makea forensic investigation, exhumation and memorialization. United Nationsof Human Rights Office of High Commissioner should put the Tragedy of1965-66 Crimes against Humanity and Genocide in Indonesia as thegreatest humanitarian crisis in this millennium. Atas nama Korban dan keluargaTragedi Pelanggaran HAM 1965-66, Pembantaian di Indonesia (Tragedi), saya inginmelaporkan bahwa: Sekitar 500.000 –3.000.000 orang terbunuh, penghilangan paksa, menculik, 200.000 – 500.000orang ditahan dan mendapat kerja paksa, 500 – 1.000 anak perempuan danperempuan diperkosa sebagai dampak tragedi yang terjadi pada tahun 1965 (dantahun-tahun berikutnya) jumlahnya bisa meningkat karena penyelidikan masihberlangsung. Menurut Rekomendasi Republik Indonesia untuk Tim Investigasi HakAsasi Manusia pro-yudisial (2012) dan dikonfirmasi oleh Putusan AkhirPengadilan Rakyat Internasional Tragedi yang diselenggarakan di Den Haag(2016). Sebagai tambahan dalamLaporan Investigasi Kuburan Massal oleh YPKP 65 (Studi tentang Pembantaian diIndonesia 1965-1966) pada tahun 2018, ada 162 situs Mass-Graves diseluruh Indonesia – jumlahnya dapat meningkat karena penyelidikan belumselesai. YPKP 65 juga mengumpulkan danmendokumentasikan Letter of Release yang disiapkan dan dirancang oleh militer /bagian negara bahwa tahanan politik sebelumnya tidak bersalah, tidak adaketerlibatan dari apa yang disebut kudeta tahun 1965. Ribuan kesaksian korban yangsekarang masih hidup aman diajukan oleh YPKP 65 membuat konfirmasi bahwa KorbanTragedi harus direhabilitasi. Jelas diketahui bahwa tragediitu dirancang secara sempurna, sistematis dan besar oleh militer dan negara. Sampai saat ini PemerintahRepublik Indonesia tidak pernah menunjukkan kesediaannya untuk menyelesaikankasus tersebut, bahkan sudah terjadi selama hampir 53 tahun. Karena alasan tersebut, sayamendesak anda untuk mengambil tindakan lebih lanjut sehingga PemerintahIndonesia harus menghentikan impunitas, diskriminasi, stigmatisasi danpenganiayaan kepada Korban Tragedi 1965-66 dan membiarkan kebenaran, keadilan,demokrasi, kemanusiaan; terwujud di Indonesia. dengan mengatur proses peradilanatau non-peradilan. Agar tidak mengulangikejahatan yang sama terhadap kemanusiaan di masa depan, pelaku harus dihukumoleh hukum. Akhirnya, saya mendesak jikaPemerintah RI masih tidak mengambil tindakan untuk memenuhi kasus ini, sayaharap Komisaris Tinggi PBB untuk mengambil alih kasus Tragedi 1965 untukmelaksanakan konvensi internasional, yurisdiksi dan undang-undang. Dengan jelasdinyatakan bahwa jika Pemerintah (Indonesia) tidak memiliki kesediaan,kemampuan, keseriusan menangani kasus pelanggaran HAM, maka InstitusiInternasional seperti Perserikatan Bangsa-Bangsa untuk Hak Asasi Manusia harusmengambil alih. Perserikatan Bangsa-Bangsaharus melakukan penyelidikan independen, kepada Korban, Saksi dan Pelaku,melakukan penyelidikan forensik, penggalian dan pengingatan. Kantor KomisarisTinggi Hak Asasi Manusia Perserikatan Bangsa-Bangsa harus menempatkan Tragedi1965-66 Kejahatan terhadap Kemanusiaan dan Genosida di Indonesia sebagai krisiskemanusiaan terbesar di milenium ini.
