I'm using libprotoc 3.0.0 and I cannot replicate the error that you have.

This should be an easy fix, but I've been looking into it for a couple of hours
and couldn't figure out what's off.
I downloaded v20.1.0.0 and installed all the dependencies. I tried to build the
opt binary with
scons build/X86/gem5.opt -j 9
The build failed because of #NDEBUG
