Another way to look at it is that Resource IDs are like using relative
addresses within a web page. They make it easier to move a tree of related
pages from one host to another.

The first major issue (regarding string) is a good suggestion. We will take
a pass to address it.
The second major issue (uri) is more involved. There was one initial
proposal of using URI, and
