I believe that dev/pmc.html is a good place to put whatever information we want to make available. Putting information on the attic site is like posting a notice on the train station saying "You might want to look at going to the airport". I'd recommend having a section in dev/pmc.html like

Hi Attic team, Recent discussions with ASF members indicate that not all our community members are aware of how to avoid the Attic. How about adding the below patch to http://attic.apache.org/ to help clarify that? I also discussed this with Rich Bowen who might write a more extensive blog post
