- no binary files in source release
- all source files have ASF headers

But I was told that under the following link I could find the Incubator PMC
members. [1]
Inside that page, it takes you to the Incubator address book and
both listed there. [2]
Atri is listed there as IPMC member unless there is another list that I'm
not aware.

I believe this is in part due to an error on the IPMC page on the incubator
website. Raymundo pinged me privately to ask how to find the listing of
binding votes. I pointed him to that page. That page does link to the PMC
list in phonebook, however both PMC and committers are appearing in the PM

Sorry but I think you still need another +1 before releasing this. Atri and
Jaroslav are not (that I can see) IPMC members and only IPMC members
