expect building is OK if following tools installed on Ubuntu.
GCC 5.3.1+, Oracle JDK 1.8+, Python 2.7+, Apache Maven 3.5+, CMake 3.4.3+

- incubating in name
- signature and hashes correct
- LICENSE and NOTICE all good
- All source files have ASF headers
- no unexpected binary files
- can compile from source
I’d remove the md5 hash file as it’s not needed.

As Willem outlined, there is a few of minor header issues to fix but looks
good. I checked; Name, Sig and Hashes, Notice, License.
I tried to build on Ubuntu 18.10 following the instructions in the README but
it fails. Is this expected?
