RC3.
The Apache Wayang voted on and approved a proposal to release Apache Wayang
(Incubating) version v0.7.1 RC3.
We now kindly request the Incubator PMC members review and vote on this
incubator release.

Committees, there is only one IPMC, no (s). You could say members of IPMC.
