Hi,

+0 binding. I consider changing to +1 if some one posts a [VOTE][RESULT] 
clearly indicating how many votes RC2 actually got and/or explain the situation.

- vote thread may have issues (see below)
- signatures are hashes good
- DISCLAIMER exists
- LICENSE and NOTICE all good
- release artefact name contains incubating
- no binaries in source release
- all source files have headers

I think RC2 may not have 3 +1 votes, as the votes for RC1 and RC2 are in the 
same thread. It looks like RC1 does have enough (but there's a few committer 
votes in there so hard to tell). It looks to me that RC2 was released on July 
18 and only got +1 vote.

To be fixed in next release:
The RC should be hosted on 
https://dist.apache.org/repos/dist/release/incubator/devicemap. I assumed RC2 
is the one  being considered for release as it matches the git tag.

We've had three voting sessions in the thread from [2] until we got
everything right with rc2:

1. browsermap-1.4.1-incubating: three +1 (Werner Keil, Reza Naghibi,
Eberhard Speer Jr.) and one -1 (Bertrand Delacretaz, for not complying with
RAT policies and for including derived files from the release) from the
PPMC
2. browsermap-1.4.1-rc1-incubating: two +1 (Kevan Miller, Bertrand
Delacretaz), after correcting the issues signalled by Bertrand
3. browsermap-1.4.1-rc2-incubating: one +1 (Kevan Miller) - I removed some
redundant development dependencies

I hope this makes the voting thread from the devicemap dev list more clear.

So you saying RC2 did only get +1 vote, not the needed 3 +1 votes by the 
PPMC/IPMC before being voted on by the incubator.

What are the changes between RC1 and RC2? Are there any significant changes 
that would require the PPMC to recheck/retest?

I tackled both issues when they where brought up on the dev@aurora list and
it was communicated back on the vote thread and they are committed to
trunk. They where addressed in AURORA-600, from my vote

3.2 Top-level LICENSE and NOTICE are correct for each distribution.
- LICENSE and NOTICE files are correct except two minor changes brought up
in PPMC vote, now addressed in trunk from AURORA-600
